To clarify the ability, I suggest to change the first sentence in the Jack of all Trades Block as follows:

At 19th level, the bard can use any skill untrained, even if the skill requires him to be trained.

While the Jack of All Trades (ex) is slightly different from the feat, I believe that it quite relevant that there exists a feat of the same name, which can be gained at a much lower level, i.e.,

Jack of All Trades [General]
You've picked up a smattering of even the most obscure skills.

Prerequisite: Character level 8th.
Benefits: You can use any skill untrained, even those that normally require training to use. See [u]Faiths & Pantheons[/u], p.214.

Because of issues of backward compatibility, I think that either this special ability needs to be brought down to a comparable level, or re-thought altogether. Besides, it seems a little late in the game to reap the benefits that it has to offer.
