Spells: Instead of removing XP cost and adding material component cost, fatigue?

I've been mulling this over for some time. Currently, I'm envisioning re-working metamagic feats so that cast doesn't require spell slots, but instead causes hp damage (equal to spell slot cost) and risk of fatigue/exhaustion (when hp damage exceeds Con Mod), i.e., Fort Sv v. Spell DC.

This got me to thinking. Shouldn't high level spells also run the risk of causing fatigue? I know that there are different time frames for spell preparation, but perhaps anything of an hour or over requires a Fort Sv v. Spell DC or become fatigued. This wouldn't account for a lot of spells but would reflect the taxing nature that goes into arcane preparation and manifestation.

Thoughts?
