As a racial option, would it be possible to allow elves and dwarves to take the Craft Magic Arms & Armour feat to permit them to create such items at the level of their number of ranks in a related skill (Craft (weaponsmithing) for example)? There are traditions throughout fantasy literature of elves and dwarves, whether they were spell-casters (in a D & D sense or not) or not, creating such items.
An idea might even be for sufficiently high level fighters of any race, to be able to craft their own magical arms, even if they have to get the assistance of a regular caster to imbue them with abilities.
