Setting aside the question of why these are called "Turn X" when the target creatures aren't compelled to flee...

Can an energy channeller turn these subtypes on and off at will, per burst?

Does the positive/negative energy burst actually take on the qualities of a subtype, similar to a spell?

Do elemental- or alignment-oriented abjurations protect against this damage?

What in-game concept is being simulated here?

My understanding is that Turn Elemental is exclusive of Channel Undead Woogie. If you Channel Elemental Woogie (that should be the new name of the Feat... totally), you aren't affecting the living or the undead. Similar for Outsiders.

As for concept, if you've got an elemental deity then you're channeling elemental force. Since alignment is a tangible force in D&D, that's what you're channeling when you Turn Outsiders.
