We've been using the new channel energy rules and have found the healing to be great, but the actual effect it has on undead to be somewhat lacking. The damage it deals is near negligible when used against undead with turn resistance. We're finding that saving for half damage with a bonus to the Will save and gaining positive energy resistance equal to 5 per two points of TR is overkill.
What I would suggest is keeping the bonus to the Will save but removing positive energy resistance. The ER could instead be replaced with a reduction to the duration of Frighten condition equal 1 round per two points of TR the undead possesses (minimum of 1 round).
Example, a cleric burns a channel energy attempt and turns a Shadow who fails its Will save. The roll for the Frightened condition's duration ends up being for 5 rounds. A Shadow having a turn resistance of +2 would instead only flee for 4 rounds.
I feel that this would give channel energy a needed boost in its usefulness against undead without being to over the top.

Does that mean that a human skeleton has 2 hp? 1d12 (6 average) -4 of its Charisma score of 1. Or is it limited to positive Cha modifier, if any?

At the current moment, it would indeed mean that. Such undead, however, should have their Cha set to 10. There is no reason to set it at such a low value. Unintelligent does not mean weak willed. Suffice to say, I will make sure this gets a note in the Beta.
