Ok here's the deal:
Any percentage roll I know of is always measured with the smallest in-/decrease of 5%.
If I am not wrong about that, a 5% on a d% is JUST THE SAME as a 1 on d20.
Therefor, every d% roll could be easily transfered to a d20, and we would get rid of just another unnecessary die-type.

Well, hmm.. It may be that the success/fail values might usually be on some multiple of 5, that's true. But if you roll two ten's to get your d% then no, that's not the same as rolling a d20.
Saying that, I don't see any reason you couldn't convert most d% into d20 rolls for simplicity and speed of game play if you so choose.

There are a few that break down further than 5% levels. Reincarnation being the most prevelent example. Also I like to throw my percentile with the attack roll, and throwing multiple d20 results in you have to declare which d20 is which every time.
I don't see a really reason for an official change. Though for a casual rule to potentially speed play it works fine.
