Right now we have magic weapons and armor that add bonuses to attack rolls and armor class. What about allowing holy symbols to carry magical bonuses that would apply to caster-level checks and DCs and to channeling energy. Or allowing a wizard's staff or wand or whatever to add its magical bonus to caster-levels check and spell effects?

Hmmm... isn't this how it works in 4E, now? This is actually a good idea, as long as it doesn't get too complicated. It's enough if you simply get the bonus to your Caster Level and that's it (since it will affect many things). Although what happens if your focus is magical but it doesn't have any "plusses"?

Yes and no. All powers and spells in 4E require attack rolls against a targets defense, and because of the way the system as a whole works, providing bonuses to holy symbols and implements works exactly the same as providing bonuses a weapon.
Providing a bonus to Caster Level or DC's in 3E is a bigger deal. Stack it with feats or class abilities, and the numbers can get unbalanced pretty quickly. I do like the idea of having magical implements in 3e, I just don't think that CL/DC bonuses are the way to go
