I didn't see anything about shooting into grapples being penalized like it was in 3.5. Is that rule gone now? Or did someone just forget about it?

Are you talking about the 50% chance of hitting your party member rule?

Well I would think that the rule is no longer needed. Grappling is a condition now and you no longer need to occupy the same square as your opponent so there wouldn't be a chance to hit your party member.
