Only one of these was placed in my downloads folder. I see PDFs for sale - are these not under the same rules as the new stuff or was than an oversight?

The Captain is correct. The modules listed above that came out before your subscription started do not come with a free PDF. However, your subscription, which started with Module J1, should have included Module E1 and I don't know why that didn't ship when it should have. I have, therefore, added the PDF of Module E1 to your My Downloads section, since it should have been there already and you shouldn't have had to order it separately.
Looking at your subscription and your order history, it appears that you are also missing Module J2: Guardians of Dragonfall. This module should have also been sent from your subscription and was not. If you wish to get this Module, you will also get the PDF for free (but you will need to let me know so I can set it up for you, as the automated process that grants the PDF only works at the time of a product's release).
I've checked your subscription for this week's releases and it appears to be functioning normally now.
