I think this may be the right forum for this, but if I'm wrong, I appologize. My question is when, if ever will Paizo be using the 4th edition rules (ducks flying projectiles)?
They don't know yet. See 4.0 PAIZO IS STILL UNDECIDED

First Paizo has to see the 4E rules and the GSL to know if they want to use them... and even then, they won't know right away. Basically we're waiting on Wizards, and even then, we don't know how much Paizo can say. :)

I'm hoping that someone, someday, explains the reasons behind the hold-up.
It's not malice. Or if it is, it isn't directed toward us. R&D people we talk too seem uncomfortably embarrassed by the delay, and I'm sure other WotC folk would be if we talked to them as well.
The thing is, WotC has to cover all its bases. Because everything must ultimately be approved in Pawtucket, the poor folk at WotC have to be careful to word their license in such a way that the Overmasters approve (or at least don't disapprove). I firmly believe that everything WotC does that annoys or angers its fanbase is as a result of dicta handed down from the non-gamer Overmasters in Rhode Island.

Most likely you're right, unless one the "overmasters" told them to bring people back to the brand (FR) by making the setting more... supportive... of the new rules system (points of light). So while I personally get sick at the thought of what has happened to my favorite WOTC setting, there is the possibility its not their fault... the possibility.
But mike was just saying the GSL delay is more likely coming from RI, which is a completely separate issue.

Damn lawyers taking 20 on their craft (legal document) again. Didn't anyone tell them that you can't take 20 on that?
Hey.. there's no arguing with rules lawyers.. if you try, they'll just find a loop hole and keep you bogged down in appeals and by then, they'll have finished. ;)
