You could try something like the Demonbinder PrC from Drow of the Underdark if nothing is forthcoming in a hurry.

There are no plans as of yet for a Chelaxian devil binder prestige class.

Which means make up your own, and post it here, ladies and gentlemen.

You could probably adapt the thaumaturgist PrC from the DMG with only a little effort.

Some other possible (non-OGL) starting points: acolyte of the skin (CAr), diabolist, demonologist (switching alignment/outsiders summoned), and disciple of Asmodeus (BoVD).

Dark Archive

Or the Feindbinder from Tome of Magic. you utilize truename magic to bind evil outsiders to your will, permanently.

Liberty's Edge

There's also the Fiendbinder from Tome of Magic's Truename Magic section. You don't have to be a Truenamer to take it, however; it's built for arcane and divine spellcasters (primarily arcane), although the Truespeak skill is involved in binding the fiends.

EDIT: Dang, beaten to it.

I have a concept for a high level Devil Binder. Something that not most of them would do or be able to accomplish.

But basically a Wizard who has fused his soul with the essence of an Ice Devil. The Ice devil is bound to him and can manifest partially as a sort of aura around the Wizard, granting him the use of a few of his spell-like abilities, and his fear aura.

Working on some fan-art type stuff for it too. I just found the whole idea of Chelaxian Devil Binders (And the other variants of Wizards with different kinds of familiars) very interesting. So I decided to expand a bit on this particular Devil Binder.

I see the Fiendbinder has already been suggested. It should be relatively easy to adapt that PrC to a campaign that doesn't use Truenaming by just using Diplomacy checks for Devils (after all, they are lawful beings) and Intimidate/Bluff checks for demons. It may be necessary to tweak the DCs upwards a bit, but the overall effect should work well.

Liberty's Edge

By removing or inverting the alignment restriction and limiting it to arcane casters only, the malconvoker (Complete Scoundrel) would be just about perfect.

He is currently planning on running a conjuration specialist--just didn't want it to get looped up if the charming folks at Paizo decided to make a special prestige class for it.

I mentioned some of these ideas to him though and he is going to look at a couple of them. Thanks!

There's also the Nar Demonbinder from Unapproachable East (FR supplement).

Fiendish Codex 2 has "investiture" spells, which infuse the recipient with the abilities of different devils. If you're looking to give the character some fiendish flavor before the prestige class, it's probably a good place to start.
