Will we be learning more about Big Gugmut and Vorka in later volumes, or are they just names? I'm trying to give my players background information on important goblins in the area (since they're goblins themselves), and I want to know if I can vamp on these two guys or if I should hold back until I learn more.

They're members of the Birdcruncher tribe, and I'm backing up the story so that there's some sort of encounter zero (happening before the scenario begins). I figure that Ripnugget challenged the leader of the Birdcrunchers to single combat over whether or not they'd follow him to Sandpoint to do his big plan, and Ripnugget won. (We know that the leader of the Birdcrunchers is dead by the time the battle is over and little else, so I'm making this up.)
I plan to run the encounter where Ripnugget shows up, along with a bit of an entourage, and let it play out. The Birdcruncher leader is a wuss, and would allow a PC to take his place as his champion. Ripnugget is way too tough for a normal first-level PC, but they may end up taking a template to boost their abilities (and ECL, but that's their worry for later). Along with action points, they may stand a chance.
If the PCs win, a lot will depend on whether Ripnugget is dead or just humiliated. If the former then Nualla has problems back at her headquarters, since Gogmurt will start raising a rebellion. If the latter then Ripnugget will get healed up and threaten dire vengeance against the entire Birdcruncher tribe once his current plan is finished (which will hopefully lead the PCs to decide to go foil his plan).
Of course, if the PCs lose then Ripnugget will force them to accompany him to Sandpoint, taunting them the whole way. He'll introduce them to Tsuto and tell them as much about the plan as the captured goblin prisoners are said to be able to reveal (ie not much). The PCs will be chaotic neutral and chaotic good, and I expect they'll rebel against a) all the evil being perpetrated by Ripnugget and b) the way he taunts and demeans them.
I guess we'll see what happens. :)

Big Gugmut and Vorka are open territory for GMs to fiddle with. They're not scheduled to make an official appearance in Rise of the Runelords.

Goblin characters. Wow, I've always wanted to do that. Tell more.
Try the Iron Kingdoms setting from Privateer Press. It uses goblins (split between "gobbers" and their more aggressive kin, the "boggers") as a core race. The setting has some problems but a lot of positives, as well.
