I assume that is the 'typical' length in the D&D world.I've seen pictures of real world halberds (at least I thought they were halberds) that are longer than this.
Even if it isn't a reach weapon, it is a _pole_ weapon, and Dragon(RIP) published an article about a year or so ago about pole weapons which included this feat:
(I am paraphrasing the text, so forgive me if I mange it horribly)
Long Strike
As a full round action you may extend the reach of a pole weapon by five feet for one attack only.
A pole weapon with a normal 10' reach, would reach 15' instead.
A pole weapon, like the halberd, without a normal reach would gain a 10' reach for one attack.
Several other good feats in that article as well.
One of my players (Fighter/Ranger) has taken to the pole weapons and makes use of several feats from that article.
