In dungeon 148 with the shadows of spinecastle adventure in the cover art i guess if you would call it that for the adventure theres a female in the right hand corner she has semi pale skin and covered with cool polka-dots and has horn-ish type thing growing....not sticking out of her head and shes beating the crap out of a bugbear. i can tell shes obviously an outsider....but thats about all i have.
any one know what she is??? I would be interested in creating a character of a male version of her race

She's a tiefling, one of the planetouched races in the Monster Manual. Tieflings are basically a mix of mortals and creatures from the lower planes (demons, devils and such) so while horns, hooves and tails are standard there are a number of variations. FYI, she appears in a lot of shots featuring the Dungeon iconics.

whew....teifling eh hah well i didnt think they could look like that, i usualy make the misunderstood teifling as my PC so thanks its was killing me see looked like she would be a different form of an outside thank you so much for your help

One of the coolest things about tieflings is that, since their heritage can include creatures as diverse as balors, quasits, bebeliths, pit fiends, erinyes, and ice devils, their appearance can pretty much go anywhere you want.
And yes, the woman in question is one of our iconic heroes; she first appeared on the cover of #124 (and got almost the entire cover of #125); she's appeared in dozens of other illustrations in Dungeon since then.

oh one more thing in the forgotten realms setting it says tieflings get to cast darkness as a special ability well i plan on using a ice devil or some demon, that have a cold subtype as its ancestor so could i alter that special ability to like a chill touch 1st lvl sorc/wiz spell or could i go for some thing stronger ??

Look at Bloodlines on the d20 SRD. By switching which resistance is gained first (and maybe a feat or two), you can readily emulate a specific demonic/diabolic heritage. I'd recommend against changing the darkness ability into something damaging, though. Cause fear could work, perhaps.

Bloodlines are weak. I'd have no problem giving chill touch once per day to a cold tiefling. In general I'd prefer to switch it for a non-offensive ability, but in practice I tend to be a little lax with my players in the interests of more fun. It's a little powerful in the hands of a melee rogue, so I'd also remove fire resistance (you are, after all, an ice devil descendant). Perhaps let them spread the uses out over the day.
