Canada. And it doesn't fluctuate _that_ much. Even if it does, it doesn't seem fair that Paizo would make money off of me 9even a little bit) because of currency exchange rate fluctuation on _their_ error.
It's probably not Paizo making the money; it's probably your credit card company or a bank involved in the transaction.
Basically, credit card companies (and banks) take a cut of the exchange rate every time you pay in foreign currency. The way they do this is that they use slightly different exchange rates for each direction of transaction.
That said, there should be a way for Paizo or your credit card company (or both) to distinguish between an actual exchange and a reversed transaction so that you don't pay a penalty. Or me, for that matter, as another Canadian who got that e-mail. Haven't got my credit card statement yet though...

I don't live in Canada, but I believe Craig is right. I had this exact thing happen to me before when an overseas car rental company reversed an erroneous charge. But my statement showed very clearly the original amounts in the foreign currency (which matched), on top of the converted amounts in local currency (which didn't match).
On this note, I'd rather Paizo not reverse the early charge (which will definitely result in a small loss for me too :(), but give me the PDF of the first issue early. Yeah, I know the logistical headaches involved in such requests, but one can dream.

Unfortunately, Rambling Scribe has it exactly.
I reviewed your order, as well as our credit card processing software, and on our end the debit and the credit match exactly. Therefore, if there was a cut taken, it was not by us.

Cosmo, Thanks, I'm not really worried about $0.89, that would be petty, my concern is rather that what I was charged is not what I got back. Imagine if it had been for something a lot more expensive, with a larger "cut" in the return!
Makes me cautious about ordering from the Paizo store and giving you my credit card number on record. ;-)
