Rules question: If a character is fighting with two weapons and someone in a threatened square provokes an Attack of Opportunity, does the character use her bonus for fighting with two weapons during that attack, or her bonus with just the primary-hand weapon? I ruled that it was the lower, two-handed bonus, but I also promised to post the question to get a consensus.

I do it the same way as well.
But I am not 100% sure that it is the right way.

During the AoO I'd say you take all penalty/bonuses for dual wielding since your still holding both weapons. However, without the feat (Two-Weapon Attack of Opportunity), you only get your main hand attack. If you have said feat, you get 1 attack with each weapon and it counts as 2 AoOs for the purposes of how many you get in a round. DR340, pg87 to find the feat.

My ruling would be that the PC got to take his attack of opportunity with his best attack bonus from his previous action, whatever it was. If he charged, he gets the +2. If he power attacked, he gets the -N to hit, +N on damage. If he attacked with two weapons, he gets the minus to hit. On the other hand, if he's just standing there with two weapons out, didn't melee with anybody on his previous action, and somebody provokes, he can use his best bonus for single weapon.

Actually, it depends.
There's a difference between fighting with two weapons and holding a weapon in your off-hand while only fighting with a weapon in your primary hand.
If the PC attacked during their round with both weapons then the AOO will use the highest bonus of their primary weapon with the appropriate TWF penalties.
Otherwise, if they only attacked with a single weapon during their round (or did not attack at all) then they use the highest bonus of their primary weapon (which in this case can be either weapon) without the TWF penalties.
