I think I remember reading somewhere that Kullen and his group would make interesting recurring NPCs. Can this be verified? I was extremely curious as to suggestions as to how I might use him, Rastophan, Todrik and Merovin Bask as a group that follows the PCs around. The situation I find myself in:
The PCs after following the lead of the tattoo approach Kullen while he is having drinks in the Feral Dog. One manages to get him away from the rest of his group and bribe him with 200gp to get him to tell what he knows. After getting the info, this skilled Pc rogue manages to steal back the money. When Kullen attempts to pay for another drink to celebrate his newfound wealth he realizes and gives chase to the PCs who are high-tailing it into the town square. After knocking all of Kullens' group unconcious (nobody wanted to kill them surprisingly, normally this is a hack and slash group) the rogue PC who is a Changeling turns into a commoner and steals everything Kullen and cronies has except for their clothes.
That's where we left the campaign last session, so what can I do that might build off of this? I was thinking of getting Smenk involved to steal the baby owlbear they found but I want Kullen and Co. to be involved in this side-trek somehow.
Any input would be appreciated!

My group ended up talking the info re: Filge out of Kullen in the Feral Dog and didn't interact with him again (though they did stake out his place and follow him around beforehand). I utilized him later in the Gathering of Winds as an informant for Ilthane. He tells her that Allustan was poking around the cairn and that the party had been hanging out with them. Also told her where their house was (no more!) and went with her to the cairn. He ended up a victim of the abyssal ghoul in the black seal and left as a clue to the party that the seal wasn't without danger. Not that it mattered to them... I love a party that charges in blindly.

I had Smenk send Kullen's gang after the PCs when they left town to head to Blackwall Keep. Smenk knew they had cleared out the temple below Dourstone, and didn't trust them to keep their mouths shut, so he attempted to silence them.
I don't think Kullen &c. have all that much potential as recurring NPCs beyond about 6th level. They're really just town bullies, and even if you bump up their levels (as I did), it's hard to justify developing them into something much more.

Some have suggested here that Kullen and company develop into one of the teams that enters the Champion's games if they don't get eliminated during the time in Diamond Lake. I like that idea... though it does beg the question as to how they became noticably more advanced than they were not long ago. Perhaps some support from Ilthane, as suggested above...?
Another thread about the Hand of Vecna turned to replacing Darl Quethos with Filge if he survived. That's cool, too.
In our last session, all but Merrovin were killed in a massive clash at the observatory--group defeated and bound Filge, Kullen and others came calling, they offed Filge in the ensuing scuffle, and then were narrowly bested by he PCs--so I'm reserving him for future ongoing recurring antagonist consideration, perhaps in one of the roles I already described.
In my mind, ANY NPC that's a) not dead and b) the PCs loathe has potential as an "important NPC". Kullen certainly has that potential. But, if the situation dictates that he dies, so be it; there's lots of other characters sure to raise the hackles of the heroes in later adventures!
