Erik's editorial made it sound like Dragon was going to have some form of D&D Miniatures promo or tie-in. If so, do you think it will be a mail in promo or something that comes bagged with an issue of Dragon?

If you look at the article, Erik assures us it's going to be "Huge". Note the capital "H". I'm assuming it's going to be a Huge-sized mini which doubtfully would come with the mag. Also, he says "offer" not "give" which would lead one to believe it's for purchase, not a gimmie.
I was going to guess a Tiamat figure (she's not already available, is she?) to go with the pencil test cover shown in the article but according to Dieties & Demigods she's Colossal in size so I guess not.
So I'm guessing a dragon of some sort, based on some art Paizo commissioned so it's original and not out of an existing monster book.

A Huge sized black dragon (4-inch by 4-inch base) popped up on somewhere on Wizard's site - for $30.

Actually, a Huge Aspect of Tiamat will be in the War of the Dragon Queen set of minis.
Every promo for DDM either is available in a regular set or will be made so eventually. Until it is widely released, it's not legal for tournament play. This is a good thing, otherwise DDM would become like any WizKids game, he who spends the big bucks chasing promos wins.
So, huge mini. Probably not from Giants of Legend, that set is 2 years old. War of the Dragon Queen drops this summer, and it seems logical the promo will be culled from this set. It could be a huge uncommon or rare, WotC has released both rarities as promos before (but never huge). Regardless, I doubt it'll be one of the chase figures from the set (Blue Dracolich, Aspect of Tiamat, ANY Dragon), 'cause otherwise WotC won't sell as many boosters.
If its anything like the promos that ran in PC Gamer, it will be an offer to send in a check for shipping and handling, and then you get sent the mini. But I have no idea if that is what is being talked about.
We know that they have made a Huge Spider promo for release during the pre-release tournament.

I hope it's different from the huge psider promo but if not i could alawys use a new Huge spider Promo The more huge spiders the better
