I think you speak of the Demonologist from BoVD, can be weak because you have to come from a spellcasting class and after that you lose the spell progression to get a specific list with other spells.
To make him strong you have to focus on the summoning spells, more powerful for him, take Augment summoning feat if you can.

i used this as an NPC a while back, the encounter went well
i think the trick to this PrC is to make the first class of a high enough level to have some good spell choices and some helpful feats, dont just take the PrC as soon as you can
the NPC i used was a seventh lvl wiazard and a third lvl demonologist, she summoned a dire ape that almost took a few PCs out...the group thought it was an excelelnt encounter and they still look at things as if it was being caused or helped out by that NPC

That's just good DMing, is all. When you leave them permanently gunshy and flinching after a single encounter!

Hmm, the demonologist's real strength is the ability to treat SM IV as SM VIII at its highest levels. While the Demonologist isn't going to be hurling maze or time stop a nice ring of wizardy could allow him to pummel the party (esp. from a distance or invisible) with lots of unfriendly summons and with no end in sight.
