"Shale, the epicenter is 2 miles Northeast of the city center. There is currently a music festival in progress at the Coast Bowl with approximately 20,000 in attendance. There is also a professional football game underway between the Coast City Freebooters and the Fawcett City Tigers. Estimated 80,000 in attendance."

Just as everyone is settling in to wait for a decision, or possibly move to a more pleasant location, a klaxon rings out. The holoprojectors spin up an image of a city by the ocean, soon labeled "Coast City."
"Justice League, there is a major earthquake occurring in Central City, USA. First readings suggest a 9.2 on the Richter scale. Major casualties are possible. Deploy immediately."
Central City is on the west coast, approximately 2700 miles from Washington D.C. You are currently in the Hall, so you can take a full round action to move into one of the transporters and be sent there. Obviously, some of you can get there without assistance. Central City in our setting was the home of Hal Jordan, but was never destroyed by Mongul, as Superman was never killed by Doomsday. Remember that we are loosely based in Justice League Unlimited continuity, so Hal wasn't really the most prominent Lantern, but we'll assume he exists. Central City is home to about 3 million residents with a major downtown area, lots of skyscrapers, overpasses, busses, maybe a futuristic hyperloop. Ferris Aircraft (fictional) and Edwards Airforce Base (real) are nearby.
I thought it would be fun and different to deal with a natural disaster rather than a villain. I'm going to run the Earthquake as a character. Still tweaking the build. There will also be a some things that count as minions, and lots of environmental hazards. I've never done this in MNM before, so hopefully we can pull it off. If you have any suggestions, please chime in. Also, feel free to invoke complications of characters you know who might be in Central City. Also feel free to spin up encounter ideas. Think disaster movies.
"I have been running a wide variety of comparisons between you, the newly appeared Superman, and what we have on record in the Justice League files. Based on biometrics, study of his gait and flight form, and DNA analysis, I conclude a 99% chance that this is Kal El of Krypton. The fact that he also knew all of the passcodes and ident codes for access to Justice League resources suggests that he is who he says he is, or that he has deep access to Kal's mind. It seems possible that he is a Martian impostor, but his lack of response to Sinter, who is composed of living fire, would suggest that he is not."
"Supergirl is on the mend. We're going to keep her in an induced coma for a few more days. Knightingale, well, that is going to be a longer process. The other two are going to take some time, as well."

"Sorry to interrupt your emotional musings, Unhuman, but I have retrieved the information regarding Project Deep Wells. Thirty years ago, in the early days of the Justice League, the original team encountered an invasion of White Martians. These Martians initally appeared to be a team of superpowered humans, though they included one alien of unknown origin who also turned out to be a White Martian. They operated as a team of heroes known as the Hyperclan, and they established themselves as a rival of the Justice League. Their goal was to discredit the Justice League heroes and replace them as the greatest heroes of Earth. Then, with the Justice League disbanded and defeated, they would proceed to conquer the Earth. This was at a time when the Justice Society heroes had mostly retired, and the Justice League founders were the most powerful heroes on Earth. The Hyperclan was able to deceive and entrap all of the JL save Batman, trapping Superman in the Phantom Zone. Batman was able to use his understanding of Martian weaknesses and physiology to defeat them. Without a way to imprison these powerful beings, the members of the Justice League decided to hide them on Earth. Using J'onn's mental powers in ways that he was loathe to do, the Martians were programmed to believe that they were humans and to live normal lives among humanity. There identities are unknown even to the Watchtower computers. I believe that the identities may be located on the computer in the Batcave. If The Burning has been able to awaken these sleeping Martians, we could be in a lot of trouble...."

"Since we have no evidence of misconduct, there seems no strong argument to suspend Ms. Luthor. Also, she has the endorsement of Director Grayson. That is good enough for me."
"A scan of the Watchtower reveals no alterations in construction. However, I cannot contact the Bat-Computer. Its security protocols do not respond to my inquiry. The only place on the station that I cannot 'see' are inside the singularity that powers the station, but it is highly unlikely that any hero known as The Question could secret him or her self in a singularity."

"Fate, one of the Javelin flight suits will provide you with life support should you need it. The moon Watchtower should be retaining its atmosphere unless something has changed, so you will arrive in a safe area. I'm not sure if you will be able to wear the suit on top of the Fate helmet."
When you are ready, VICTOR activates the teleporters and you step inside, the swirling tube of interdimensional energy bending space around you. A moment later, you step out of the boom tube onto one of the upper levels of the Watchtower. through an open door, you can see the round JLA table once used by the League to discuss business. The tower is currently in a low power mode, having been mothballed. This base is not known to the public. Everyone is aware of the Hall of Justice, those in the know understand that the Hall is a facade and PR project, and that the real work is done on a series of satellites, the largest of which is the Watchtower satellite. The Moon Tower is a backup base.
Currently, the halls glow with red emergency lighting and the place is deathly quiet.
"The description of a faceless man in a fedora suggests a former Justice League member called The Question. The Question is obsessed with hidden knowledge and conspiracies. He is an accomplished martial artist but has no super powers. His intellect and abilities as a detective are approximately equivalent to that of Batman or Director Grayson. While the population at large considers him a crackpot, he should be considered 'pretty serious.'?

I'm not sure what that was supposed to mean. We just saved the world, and Imagine helped. Why would I betray my friends?

in a normal tone "Cyborg, can you patch me in to everyone, I think we need an alert. Also, do you have any information on the power failure a couple seconds ago?"
"I have no record of a power failure, Sinter. Now broadcasting to all active duty Justice League Members"
A buzzy, static filled, occasionally interrupted voice comes from the holographic system.
"If you desire a vessel, I can make one of the Javelins available to you. There are other, less public, means of accessing the Moon via the Hall. The boom tube generators can take you to the currently mothballed Moon Watchtower. J'onn has been known to use it as a retreat, so perhaps that is where he has gone. Regardless, it would get you closer faster, but you would lack the means to return."
Gigabyte reaches out to the mainframe. Communicating with VICTOR through his datalink sounds like talking through an old fashioned walky-talky with way too much squelch.
"Kyle, the robotic tank has inserted a virus into the Hall's kernel. Any assistance you could provide would be much appreciated. I am having a hard time isolating it."
Kyle, I was trying to fast track this with some checks for you, but when I looked at your Mythweavers sheet it was blank. Eek!

This will take 2 rounds to pull off. You would need to make two saves vs a PL 12 DC 27 blast, but that can't hurt you.
"Teleporters are still off-line. Fortunately, we do have a massive cannon designed to fire plasma at high velocities, into space or at Earthbound targets. And you are composed of plasma..."
Shale is in bot mode for a long weekend, I believe.

WATCHTOWER AUTOMATED WARNING says, "WARNING, WATCHTOWER TELEPORTER TUBES SYSTEM OVERLOAD."
"Imagine, if you had bothered to read the briefing, you would understand the many reasons we don't use the teleportation system for commercial applications. One of them is that it is a huge power drain. The other is that it is not 100% accurate or reliable"
Rather than being teleported to the Watchtower, one of the civilian/LexSec pairs is sent straight down into the sea about 300 feet underwater.

"Teleporters are online to get you onsite if necessary, folks. A fully loaded Airbus a-380 weighs 632 tons. Flight manifest lists 534 passengers and 32 cabin crew and two pilots. At 35000 feet all of that is going to fall for 2 minutes 54 seconds before it hits the sea."
We should enter initiative, but I don't have access to the macro at the moment. Since Shale managed to go first, you guys can just post a round of actions and set the order.
