As far as none I'm not sure (not saying I disagree) but as city that size you would think would be like New York, Tokyo, Los angles if we equate level to power and influence.

Is there a guide rule for hamlets small city's? Thx for the input it helps clairify especially the pathfinder society.

Is there a rule or guideline to use for level max in a city?
Absalom has 333,000 people how many 20th level people would be there?
I know it's up to the GM but I'm curious as to say a small village of 3300 vs a city of 330,000

I think they are in the single digits of them because the harder the adventures get. I could be wrong.
