Is there a rule or guideline to use for level max in a city?
Absalom has 333,000 people how many 20th level people would be there?
I know it's up to the GM but I'm curious as to say a small village of 3300 vs a city of 330,000
Absalom 330,000 peep, lord Gyr 13 level how many people do you think are level 17-20.
I think they are in the single digits of them because the harder the adventures get. I could be wrong.
