Is this a surprise round (standard action only), or are we just starting combat with full actions?

Yeah, but especially with the looser maneuver restrictions from Feat Taxes, I still wonder exactly which maneuver you would use for this kind of trick. It seems like there should be one, at least for creatures that fly using wings.

Stalker looks up at the vultures, then whispers any knowledge it has to Shayde.

Knowledge(planes): 1d20 + 3 ⇒ (20) + 3 = 23

Including this one, if it turns out easier to handle separated.
