As has been shown time and time again on these boards, an overpowered Eidolon is usually the result of a player who made a mistake. The Summoner is not overpowered in my opinion. Just like any other class, if you know what you are doing you can look overpowered, especially if you optimize while the rest of your party doesn't. Bans are just knee-jerk reactions.
"Not much, I'd wager. Halfling are everywhere you see and..." Lyle trails off as he hears the horrible words being screamed. "I can't understand that, but it still sounds bad. He draws his dagger, hoping it looks like he's drawing it against the Infernal speaker more them as he looks around questioningly.

Lyle sits down at the base of a tree, and then pretends to wake, yawning loudly when Dizzy is far enough away. He stands, stretches, and seems surprised by the Chelish men in front of him. "Ah, morning. Or is it afternoon? Never been able to tell. You chaps knows the way to the Academy? You know, the wizard one?"
Of Pranks and Men:
Lyle Highhill was a young halfling with a dream of one day flying through the sky. Of course, since he didn't have wings, jumping from rooftops into bails of hay would have to do. Somewhere, somehow, he met up with another halfling named Dizzy Whistle, and a wonderful friendship full of rivalry was born. It started small, with apples with worms in them and or being told a nymph could be seen in a nearby lake if you waited up all night, but the pranks and jokes quickly escalated. One day, after shaving lewd sayings into Dizzy's hair while he slept, he was challenged of finding a way to fly. Now, as the years went by Lyle had learned that there were was magic that could let you fly. He hadn't seen much use in a spell that only did that, so it hadn't really interested. Until he heard about spells that let you summon magnificent creatures to your side. That sounded like it could be useful in all kinds of ways! So off he went in search of a magic school to learn how to be a wizard. He studied hard for many weeks, and finally thought he was ready for his first test: Conjurer's Chess. He was so excited! If he passed the test, he would be a full-fledged conjurer! So of course he was crushed when he couldn't even get the spells to work. Horrified and humiliated, Lyle fled back to the library and poured over every tome he could get his hands on, ending up surrounded by tome towers far bigger than he was tall. Finally he found one he hadn't come across before. It explained that sometimes, when conventional magic failed, bargains could be made with extraplanar beings. Desperate, he committed the instructions for doing so to memory and locked himself away in his room. He drew the circle carefully, meticulously making adjustments as he went. Soon he was ready, and started the ritual. The last thing he remembers before passing out was a searing pain. Waking up held a surprise: a silver serpent with a glowing rune between it's eyes. One look at that rune and the dull ache on his forehead told Lyle the ritual had worked, even if he couldn't remember the deal. With little effort, Lyle and the serpent(which he now knew as Silver), won the next test of Conjurer's Chess and promptly left the school. Silver had explained that if he was to fly, Lyle needed to grow stronger in magic a different way. Strange how a little dare can turn out, isn't it? While waiting for Silver to grow wings, Lyle has traveled with Dizzy to Cheliax, planning to witness Dizzy "Free all the halflings in that devil-bedding thrice cursed anthill of a country!" Background is done! :D
