The choice is made each round. On a round you want to cast a spell, you just don't accept it. On a round you want to attack and use it, you accept it. That is why GM Aoi Rosenthal is asking that you explicitly state EACH ROUND whether you accept or not.

True but the barbarian's strat tends to be to have the opponent run out of HP first. Which tends to burn through wands of CLW at an alarming rate and can often end in a climatically close call. Thus the enthusiastic endorsement of a cleric.

Two barbarian variations, a skald, and a witch so your cleric seems perfect. You know how barbarian types tend to burn through HPs and the melee angle seems well covered.
