Not trying to cut the story but given the circumstances "going home now" would be the logical idea of someone who just got trapped
SPC2 is semi-allowed. Adopting it fully would mean rebuilding characters and the powers in the NE book were written with the AP in mind so SPC2 stuff does not mesh quite as well. Still if there is something you want out of that book just ask and it will be duly considered.

My first idea was using "proyectile" modifier with "negation" and "ranged attack" to make a sniper asassin with ranged attack, which is quite a deadly combo agaisnt supernatural characters.
The idea evolved into what heaven is now. Still I guess it could have been interesting too.

This seems to give the greatest flexibility to individual players, require the least amount of extra work, while still meeting my need to know how information is being transmitted.
So what do you think about Heaven's idea?

Re chip. A chip is a bit of silicon the size of your pinky nail (ok,ok some are larger/smaller). How do you interface with it? Are you wearing a Google Glass like headset? Will it work if someone else puts on the headset.
Its on my neck, directly connected to my nervous system. The place where it is can be noticed with a bar code that is on my neck which marks the Chip series. While I "see like in a google glass" I dont use an aditional device to make it work. Its just someting that i can see and that it appears in my mind and with everything i see. Its real life enhacement interface.

Simple answer: No they are not suppoused to be usable by someone else.
Long answer: They can be used but they should cause fatal damage depending on the power, i leave that specifics to you. For example the watch may age cells at such a fast rate that after some moments of using it the recipient may be turned to jelly.
Chip may cause insanity due to unmanagable fight data, distortion of reality, etc.
On another note considering devices work on any individual who has negation powers, they may work on the rival who wants to kill me, maybe he also has negation powers and wants to steal devices from me so he can become the ultimate baddass. It would be an additional reason to kill me i guess.
Crunch finished! Im satisfied, i abandoned my earlier idea about bombs, have made him a speedster who dual weilds sword, while he has not that much firepower he has nice defenses. but also negation has is a nice softener before killing targets.
Maybe we can think of how we he can be introduced?

Enemy: I had not wrote about him but its basically another bounty hunter who hates him. Its the competition, a reall baddas gunslinger (thats how i picture him) he may or not be helping the visori but its specially concerned with killing my character due to past offenses.
