The reports start to trickle in of weird ghost sightings in the city of Absalom. Cutthroats and footpads are whispering about a dark figure stalking the city streets late at night, dealing out rough justice to wrong doers. A visiting Chelish noble is found tied up and beaten in his own home with the word "Guilty" carved into his forehead, all of it appears to be the work of this "Revenant" Vigilante.
