"Blast it she-elf, turn off that light!" says Balthur wincing in the close glare of Serena's light. He is here in what appears to be a big pantry with fellow merchant Kozen.

Both of his masked guards perk up at the suggestion.

Balthur's two masked guards stiffen as everyone rises to make their toast.

Technically, the last bit of your spoiler would involve a bluff check (DC 15) to pass the secret message along. Regardless Balthur says the following (in the next spoiler):

Dwarven (whispered; perception DC 17 if you aren't Fergus):
"What sort of 'material resources'? It appears that they have ample lumber and other materials. Are us suggesting gold?" he looks almost apoplectic for a dwarf from Glimmerhold, which is to say that his eyebrows move perceptively closer to one another. "What about skilled labor then? Professional surveyors, engineers, laborers, or soldiers to cleanse the land of threats?"

Well, Business would be the easiest answer to give. As it stands, I am part of Zokon's group at this moment. I admit, I haven't been with them overly long, yet quite a many strange events have happened. I do hold excitement for the future in their company and, should I continue to prove skilled, some say in the magical development of their rightful lands. I believe having some business dealings from home would be beneficial for them. Giving the right circumstances. Fergus gives a nod to Balthur.

Balthur glances suspiciously about and then replies in a conspiratorial whisper of the Dwarvish tongue spoken with the distinctive lilt of Glimmerhold.

Dwarvish (everyone besides Fergus needs to make a perception check (DC 17) to hear):
"I have not heard of the Zokon Group. Are they trade group like the Aspis Consortium? What do they trade in? If brother, you have a line on lumber or silver we might be able to do business."

By his clan name alone you know Mistbreather is a big shot in Glimmerhold.

Knowledge (nobility) DC 18:
Balthure is a ruthless merchant and ambassador to the outside world for his clan, the Mistbreathers. He deals in rare earth minerals, natural resources, and slaves. He will deal with anyone he sees as profitable.
