Another Kobold - the Ambassador - speaks for him. He speaks in Taldan, though his accent is strong. The Ambassador has spent much effort learning languages over the last year.

Coming out from cover the ambassador looks at the statue carefully.

I've been assuming no-one tells Pikmik anything unless they say they do.
