Target is a game term with a specific definition. Targets are chosen whereas areas affect creatures and/or object inside the area, but they are not chosen and are thus not targets. As an example, you roll a flat check to target a creature wthat has the concealed or hidden conditions. You do not roll a flat check when that creature is inside an area.

Aleksandr contemplates for a moment, and begins... "Please allow me to introduce myself. For... her" Aleksandr motions in the air, where a ripple appears like a drop falling into the ocean. The skin on the back of his hand darkens in places until the likeness of a rose of pure black forms on his skin. As his hand glows with a soft magic, a slender hand, similarly glowing, and with a matching "tattoo" emerges from the portal, gripping at the air. Aleksandr catches the hand, which stops immediately and pulls a woman through the small window. She glows with the vibrance of life, but is as ephemeral as a spirit. He form gradually takes on a bit more substance, yet not fully. "Her name is Imelia Eisenhardt. She was perhaps one more famous than I. More talented, more radiant, most beautiful. She caught the eye of many an admirer, some who would stop at nothing to have her." "One such villain was what some call a creature of the night, a terror that wish to subjugate Imelia, and make her one of their own." "I knw she was in peril and was almost too late to save her. When the vampire hunters I spent my wealth on had found her, the ritual was nearly complete, her life was nearly gone and unlife crept in." While Imelia steps up to the large aberration, Aleksandr uses his vampiric connections to spread a feeling of dread over the attackers. ◆◆ Act Together

If my reaction is available and the trigger and requirements are met, I would use it. Imelia would typically use her sonic attack +15 for 2d6+3 sonic damage plus 1d6 persistent vitality to undead. I'll try to remember to add it to my turns, but it is here just in case.

She stand nearly as tall as the beaming man who summoned her. her dress is just as fashionable and her features denote an obvious auivarian heritage.
