When the largest creature does not disappear when damaged, while the goatmen and imps do, Sigil concludes that that creature is the key. The Dökkálfar sorcerer gestures with glowing sigils encircling his wrists creates two portals in series heading toward the police station at an altitude of 60 feet.

Voltage manages to dodge the worst of the fire streaming at him and comes out only slightly weakened (-1 Tgh for the 16). With one powerful burst he knocks most of the flock out. As they fall toward the ground they turn into black motes that drift away.

The goatman(6) nearest Voltage watches as Sigil flies off. With no other targets it throws its tree at Voltage and misses. The last remaining imp though breathes another gout of fire onto the electrical hero. (Dodge 16, TGH DC 16 or 14)
Diablo lifts the cage with the woman, bellows with rage and sends forth a fiery blast from its palm at a couple cops gawking at it from the street. They flee. The woman screams and a flock of imps appear. The two goatmen on top of the police station bleat with menace and glee.

After setting the two down, Atlastic rips the bars open holding the man and asks, "What are you railing about."
The man proceeds to explain he is a psychiatrist who was treating the woman in the cage above. She was discussing a nightmare she had after watching her boyfriend play some video game. She started getting worked up, went catatonic for a moment, and then woke up screaming they were coming for her. The next thing he knew, the big monster reached a hand into the office grabbing the woman and a bunch of the imps grabbed him. Atlastic uses a comm device if he has one or borrows a police radio to call to the other heroes and pass on what he just heard.

Kenny speaks in a deep-pitched voice that does not match his usual laid-back timbre and attempts to disguise his voice further by speaking with an American accent.

Voltage dodges the worst of the fire and shakes off the energy that catches him. Then he hurls a bolt which blows up the nearest goatman(6).
Diablo takes the woman with him and leaps off the building to smash the nearby police cruiser. Seeing the two police officers he opens a palm to burn them to a crisp. Atlastic reacts to save the cops and throws himself in front of them flattening his body and elongating to protect them from the flames. His body resists the flames and he saves the police officers.
The imp nearest Voltage breathes on him again (Dodge save DC 16, TGH save DC 16 or DC 14 depending on save result). The imps at the police station fly down and in through the windows to get at the police officers. One goes behind the building and attacks the officer there. The goatmen walk off the building and land on the sidewalk.
Due to storm damage most people are either home or at one of the halloween spots. For the few who were in the nearby streets around the police station, they have fled. However, there still were flocks of imps and individual goatmen that went into the city proper to wreak havoc.

Voltage avoids the imp's flames and quickly covers the distance between him and one of the wandering goatmen. A quick blast and the thing turns to whisps of black.
Diablo shakes the woman in the cage with one hand and sends forth a blast of fire at Sigil with the other. Sigil slips the bolt of fire. The sound of screams and gunshots can be heard from inside the police station. The imp at the back of the police station takes down the police officer. One of the goatmen(9) walks past Diablo to confront the two police officers and Atlastic. The other goatman steps to the police cruiser nearby and grabbing it, he hurls it at Sigil. (AOE atk due to size of the police car. DC 14 dodge, Tgh save DC 21 if fail dodge, DC 16 if make dodge)

Another goatman appears in the sky about 500 feet above the other falling goatman.
Kenny starts to feel confident once again that his plan is going to work, while the 'big hitters' of the team deal with the major threat of the diablo monster.
He has a thought, since they have deduced that the imps, goatmen and diablo are some kind of constructed beings linked to a video game, that though he has never inflicted any actual physical harm in the few months he has been a superhero for, that is inspired by an oft-used tactic Wile E. Coyote attempted trying to catch the road runner...
...but dismisses it as there would be no way to ensure actual people did not wind up being in the path of any falling 'anvils' he would be dropping onto the heads of their summoned video game monsters...as well as property damage to the city that dropping large heavy objects onto the ground would cause.
...then another thought occurs to him, Are our [divine] fathers [parents] testing us??

Since it is a large object, a car would be an AOE attack. This means even on a successful dodge you have to save vs 1/2 the STR of the attack.
@Sigil: since you had one degree of failure against the attack you take -1 to your hits and you need to make a FOR save vs DC 16 or be dazed.

Sigil brings the woman to a peaceful state. She is so tired that she passes out. The cages along with all the monsters disappear. The woman drops toward the ground, a not insignificant fall of twelve feet onto concrete but Atlastic is there to catch her.

As there were no goatman to be seen in/by the park, Freefal switchs to his Freefalling AE and ports a mile into the sky. He immediately notices that the two falling goatmen are gone, then looks over towards the police station where he sees Sigil and Atlastic (holding the woman from the cage), then ports down beside them.
After he ports to the ground, he sees the woman is asleep in Atlastic's arms. He looks towards each of his teammates, then points towards the woman and mimes opening his helmet's visor, effectively miming "We can't make he stay asleep, so now what?"

Sigil recalls a Dr Erla Davis. She has made the news a few times as a psychiatric expert regarding super-criminals. Based on her testimony, she is one of the leading psychologists dealing with superhumans. Atlastic, being his typical bombastic self, moves to intercept the news team when it shows up leaving the others to clear up any remaining issues.
Voltage leaves woman care to the others while he scans the area. He is able to help 911 operators direct assets where they are needed most. As he observes things below, his attention is drawn to one woman in particular running frantically in an otherwise unoccupied part of town, or at least one where the locals are out of sight. It does appear to be a rather rough neighborhood.

Voltage will fly after her and float down to hover in front of her moving to keep up as she runs. He says, "The danger is over....you can stop running."

Freefall shifts to the base power of his Messenger of the Gods power array and teleports to the interior of his boat (currently docked at one of the docking harbours in Auckland, New Zealand) and does an internet search for one Dr. Erla Davis to see which business and house phone numbers are listed for her, as well as business and home addresses.
One round to teleport to his boat and retrieve his laptop. A second round to do an online search and write the numbers (if found) onto piece of paper. A third round to teleport beside Sigil and hand him the piece of paper with Dr. Erla Davis' contact info.

Freefall disappears and a couple minutes later he reappears with the business phone numbers for Dr Erla Davis and the location of her offices. But, yes, it is after hours.
To get more personal information will require an Investigate or Computers roll and more time.
It occurs to you that she does work for the courts and you are right outside a police station, albeit one that was just ransacked by imps. It's likely someone, maybe the desk sergeant has an after-hours number for the good DR in case of emergencies.

The woman stops running and turns to Voltage. "Oh, please, sir, I need your help. My son, he made a mistake last night and went to a meeting with a gang. He didn't like how it felt there so he told them he wasn't interested. This evening they broke into our apartment and grabbed my boy saying nobody says no to them and that he had to go through initiation. I tried to stop them but one of them hit me and I just came to a little bit ago. They took my cell phone so I was running to find a cop." She says in one breath. She is obviously shaken and it does look like she will be sporting one heck of a shiner tomorrow morning.

"Yes, it has to do with what just happened."
"Would you have an emergency number for Dr. Erla Davis? I've some number for her but not her best." Sigil uses his minor magic to clean the station while he waits for a phone and maybe better number.
