I was thinking of adding this feat to my Arcanist so that ranged touch attacks become a bit more deadly.

No. Re-read the last sentence. Does not apply to touch attacks.

There is one exception, though:

When firing an early firearm, the attack resolves against the target's touch AC when the target is within the first range increment of the weapon, but this type of attack is not considered a touch attack for the purposes of feats and abilities such as Deadly Aim.

They also deliberately made the arcanist's blast exploits not work with feats. This is why none of them are rays.
