So my girlfriend and I finished adventure 4 yesterday and got our card feats, and I thought of a couple questions regarding "fishing" in the box when you don't have enough cards to rebuild your deck properly:
After starting adventure 3, can you "fish" for promo cards?
Can you "fish" for loot from earlier adventures?
After you begin the adventure The Hook Mountain Massacre, you may ignore the Basic trait restriction; instead, you may use any cards in the box from the base set and the Character Add-On Deck, as well as any cards from an adventure whose adventure deck number is at least 2 lower than the adventure you’re currently playing.
This says nothing about promo cards one way or the other. They're not really from any set.
As far as loot goes, I think RAI is that you keep it or it's Gone Forever. However, one could argue that early loot is a "card(s) from an adventure whose adventure deck number is at least 2 lower than the adventure you’re currently playing," but that seems like a loophole.

My opinion:
I would say no fishing for promo cards. They aren't mentioned in the rules as being "fishable" since they don't below to the Base Set or Character Add-On Deck, nor is their adventure deck number 2 lower than anything (i.e. P < 4 can't be true). And I think the intent is that they should be special to find.
I'd also say no fishing for loot. I'd say that because of this sentence from the rulebook where loot is described:
...loot cards are only given out as rewards for completing scenarios.
But that is just my opinion.

Even before mike came in and cleared this up, it does not make sense to take loot since it is only obtainable from either a Scenario or Adventure reward, and the promos really seem to operate outside of the standard rules of the game, and I think that is the intent. The are not included in the Base or character sets, and do not have an Adventure number, either, so this makes them fall outside of the 'fishing' rule.
