Ultimate Campaign- Settlements and Terrain Improvements in the Same Hex?

Reading through the kingdom building rules in Ultimate Campaign, its unclear to me whether or not you can have a terrain improvement and a settlement in the same hex.

Specifically, in the case of a mining town- can you build a settlement in the same hex as a mine (ie, the town forms up around the mine). Mines do not have the special asterisk that says it can be built with other terrain improvements, but I don't see mention of settlements. I could just be missing something, however.

Normally, I would just house rule this, but I'm writing a 3pp supplement so if I'm breaking the rules, I want to make sure that I make the proper modifications (even it results in creating a new building).

I can't see why not, a Hex is 12-miles in diameter or some such which is rather large. I don't see any rule that forbids it.

It makes sense that you could, but I want to make sure for the supplement I'm writing. Any other thoughts?

Simply put: since settlements aren't in the list of terrain improvements for hexes, they have nothing to do with one another, and you absolutely can have a hex containing a settlement, roads, a mine, a farm, a fishery, and any other asterisked improvements from the list. In fact, there's nothing I can see restricting you to one settlement per hex, either.

You can have quite a few settlements in a hex. They're called districts. Just pay the clearing cost, wait the clearing time, and you can start a 2nd settlement in the same hex. You do have to pay consumption though for each extra district, and each one also adds +1 to your control DC.
