Not if the spell uses material components or foci.

It's meant to mostly be a scouting out an area spell first and a fighting spell second.

No, you usually can't really cast while in shadow form.

There are a few ways you can but it's involved and extremely feat intensive. You'd need eschew materials, Silent spell and still spell and have to apply all three to every spell you tried to cast and no you couldn't use a metamagic rod to provide any of those feats.
Kind of doable for a sorcerer but still nasty hard.

Forgot about the total lack of speech part. That would put a real damper on spellcasting activity. Which is probably just as well otherwise this would put the spell on a much higher power level than Project Image, which is the go to spell if you want to cast remotely.
