Dispelling Attack + Destructive Dispel = Stunning Sneak Attack?

Rules Questions

A few questions.

1. Is this even possible? Dispelling attack says "effected by." Destructive Dispel requires "the ability to cast." I can see how it can go both ways. "Effected by" is not casting it. However, the effect originates from the rogue, and it can be said that he IS the caster and is casting it especially since he has a caster level.

2. Is this possible #2? Destructive dispel requires "Caster level 11." Rogue's don't have a caster level, but dispelling attack gives them one for the purpose of dispel magic. Personally my vote is that it's the same.

3. If indeed the rogue can do this, what is the DC of destructive dispel? My vote is Int based due to minor/major magic being Int.

What say you?

Necro'ing a thread here.

With the new ruling on caster levels from abilities working to qualify, are there good ways to do this.

A rogue can get caster level 11 from minor/major magic which are required for dispelling attack anyways. What are some good ways to get dispel magic though to meet the other prerequisite of the feat.

Going Wiz 5, rogue 11, seems like a waste at that point. And puts it at 16. Could have just gone for full BAB and stunning crit at that point.

Bonuses for finding a way to qualify for the advanced rogue talent and also get surprise spells from arcane trickster. Hurray aoe stunning sneak attacks, its like a super hard to qualify for dazing spell.

I'd actually do it with a class other than rogue which gets rogue talents.

Archeologist can grab Advanced talents 12 and up, and has dispel magic on his list, so he could qualify if he gets 1d6 SA from somewhere.

That puts it at level 13 to qualify, which isn't too bad actually. Level of rogue, ninja, or even that weird druid thing that gets sneak attack, and then 12 levels of archeologist.
