pre-gen Seelah skill proficiency

I may be missing something. But as I read the L1 Seelah pre-gen, I see 9 trained skills, as expected. I see the same number, 9, in the L3 pre-gen. Shouldn't Seelah have received a skill increase at L3? If my reading is correct, the problem persists in the L5 pre-gen where there are only 11 proficiencies, one gained as Skilled Human and another gained as a skill increase at L5.
