Brenneri - specifically Bioluminescent

I'm just reading through my copy of galactic ancestry and something struck me as odd.

The heritage for Bioluminescent at the bottom states: You are not off-guard while in water, and you don't take the usual penalties for using a bludgeoning or slashing melee weapon in water, or to ranged attacks made underwater or against an underwater enemy.

While I understand the second part being beneficial.. the part I'm focused on is "You are not off-guard while in the water".

What is the actual point of this statement?

For clarification: I don't mean "What does not being off-guard in water mean", I mean... they have a swim speed and are already by default not off-guard in the water.

Am I missing something or was this just pointless text/portion of the ability?

This seems like a case where the writer simply forgot that Brenneri have a swim speed or that that negates off-guard and it wasn't caught in editing.

It does have the very niche use fringe benefit that if something somehow manages to remove their swim speed, then they still wouldn't be off-guard in the water.
