Skirmish Encounters, leaderless vs lost leader

Can you please confirm if the intention with skirmish encounters from the Battlecry! book for troop action numbers

Troops without leaders = 3 actions

Troops with leaders = 3 actions + 2 actions (total 5)

Troops who have lost leaders = 2 actions

Follow up question, is there a difference in XP budgeting for troops with leaders vs troops without, since they have such as big variety in actions?
