So a Barathu speed work? I says

SPEED: 5 FEET (HOVER);
FLY 20 FEET

So if I read this right...if Barathu is not flying it can only move 5 feet and is 5 feet of the ground. If it is flying it can move 20 feet but has to spend an action each round to keep flying each round.

I am not understanding why the speed is only 5 ft? wouldn't you just fly 20 ft at a height of 5 ft?

Normally, yes - the better option would be to fly for 20 feet rather than Stride for 5 feet. You do need the land speed. It is needed for things like Step.

There may be niche circumstances where flying at all would be a bad idea such as if a powerful enemy ability can only target flying creatures.

Also to note - this only works if you have ground that you can end your Fly action on. Otherwise you are still going to have to spend an action on Fly each round you are in the air in order to not fall.

In addition to Finoan's post...

A Barathu's base/ground Speed is unaffected by wind, while their Fly Speed is, and can be boosted to 20ft with Adaptable Limbs to also allow use of the Step Action which requires a Speed of 10ft or more. The feat also doesn't appear to remove the (Hover) part of the Speed as of now, which is extra nice.

Additionally, items like the Elite Hypopen, Augmentations like the Cardiac Accelerator, Spells such as Haste, and effects like the Critical Success of the Escape Action all grant you a bonus related to the Stride action but have no effect on nor interaction with the Fly action.

Personally, I don't like that last part at all, but thems the RAW.

One thing to note in starfinder is a lot of abilities that affect movement have the transversal trait. With that trait you can substitute any movement type you want for the abilities movement. So for things like the solarian stellar rush instead of doing the two actions to stride you could use the two actions to fly.

The main hinderance though is stepping. I sort of recommend taking the feat that lets them have legs initially then they can evolve out of it later as they get more transversal options.
