For character options that are only available from Web supplements like certain deities found only in the Divine Mysteries web supplement, are those sources counted as owned by default, or do we need to have ownership of the related book?
I'm building a champion of Dammerich, and I'm not sure if I need to shelve him until I can afford the book.

I found this from a VL of the Online Region in their OPO discord server:
After discussing with other VOs, you can use the web supplement exactly for what it is, an updated list of deities and their options. It does not grant you access to options that would appear in that book however. So you could choose a deity from the supplement but any of the rules associated with that deity (domains as an example) require ownership of the book they appear in.
You'd also want to make sure to check the character options for the books sanctioning info to see if it is a valid option
