Is it allowable within RAW to use starting gold to purchase additional alchemical formulae from what a character starts with? If it's not, could you cite the prohibition? Thanks.

Its absolutely allowable, A level 1 character starts with 15gp worth of gear. This can include anything as long as a character reasonably could purchase it at a location. (Fancier way of saying, Anything that isnt Uncommon or rare at the location)

Same goes for characters starting at a level other than level 1, They can spend their currency at anything they could reasonably have purchased.

^ Seconded. Formula are items. If the formula is common and at a level where you can get it, then you can get it unless your GM says otherwise.

Now that formula automatically scale up for items with multiple versions (such as Elixirs of Life), the level 1 versions are a great value.

There's no reason that formulas would be considered any different from any other starting purchase.
