The character options don't mention that being from a region is sufficient for access to the regional options. For uncommon options like Eagle Knight or School of Gates, is a boon required in addition to the home region?

The Tian Xia Character Guide options calls out:

All options are of standard availability unless otherwise stated.

Characters from Tian Xia have access to many uncommon options in this book, including heritages. No boon is required for an uncommon option with "Access Character is from Tian Xia" or similar.

The Shining Kingdoms entry doesn't have that disclaimer (no boon is required for an uncommon option), so my question is around "in addition to any listed access conditions." Since those options are uncommon access typically requires a boon; does the fact that no explicit additional access condition is listed trump that?

The difference between the books is that the Tian Xia books specifically called out in the options that characters from Tian Xia had access. Despite that, we kept getting questions about if poppets from Tian Xia had access to TX-specific heritages, so we specifically added that text to the Tian Xia books.

For Shining Kingdoms, the options don't list that being from the region explicitly grants access. However, we as the OP team felt it should, so we specifically listed out what being from each region grants access to.
