A question about the "Core 20" deities

Really simple, is that designation a "game designation," for lack of a better term, for benefit of us the players, or is it actually a distinction made by the people of Golarion?

It's a game designation, meant to limit the number of deities for most games to something that doesn't overwhelm player choices.

It's also a list of 20 core deities that changes, depending on the region. The 20 core in the Core Rulebook are for the Inner Sea region. There's a different 20 core deity list for Tian-Xia, for example. But regardless, it's a game designation meant to provide a small sampling that's still large enough to cover the majority of PC choices.
