Etching runes during exploration: activity or not?

As written, you can etch a rune by spending 10 minutes in exploration mode. Nowhere is it specified that this has to be your exploration activity. You can sneak and etch, track and etch, treat wounds and etch, with archetyping you can refocus and etch, so on. This is a fact RAW but I'm wondering if this is actually intended or not, what does everyone else think?


Unrelated but I don't wanna make a billion different threads: Can you make runes that have a specific tradition whose skill you don't know? The fact that for traditionless runes you need to know the skill to make it a specific one suggests you shouldn't but nothing is actually stopping that. Just an observation.
