The rules on counting a weapon's damage dices is this rule here: Counting Damage Dice

But the short answer: no, only from striking runes.

Yeah, unfortunately its limited to a +4 when you get it, scaling to a +8 when you get your last striking upgrade rune. That is still really good though since it lasts 2 rounds.
