Increasing caster HD and granting feats with magic items.

Hello everyone. Quite a simple question, with a (maybe) not so simple answer.

I'm making a conjurer wizard, but I'm missing my good old Malconvoker PrC. Now I need a new way to increase my effective HD when using planar binding (I want my delicious pit fiend! Give it to me!).

While browsing magic items, I saw that some magic items confer feats on their users. How would you prize this and can you create any meaningful system/guidelines for feat-granting itemcrafting?

So:

How would you prize a magic item that increases a casters HD for the purpose of casting planar binding.

and

How would you prize items that grant feats. Can a system be made for crafting these items and what is your take on which feats can and cannot be emulated through magic?

I would do something like 60,750gp for the +HD item. This is equal to the cost of a +3CL greater metamagic rod.

Pricing feats into items is non-trivial since you have to consider the entire pool of feats that are available for purchase.
