This I think is the key reason why the Mystic works so well, and why the Witchwarper doesn't. The Mystic succeeds in my opinion because the class's core feature fits perfectly with their spellcasting, giving them a good third action to use alongside spellcasting. Incidentally, this I think is one of the major reason why the Bard does so well in Pathfinder, because composition cantrips also provide a solid action that doesn't interfere with spellcasting. This to me suggests the Witchwarper could take a leaf from this book and have their quantum field take 1 action or less to reposition by default, and with the Mystic there's likely room for more single-action feats in the future.
I will say, though, casters do still get to participate in the 3-action economy as a baseline. If you're an Intelligence caster, you can Recall Knowledge; if you're a Charisma caster, you can Demoralize, Bon Mot, or both, and if you're a Wisdom caster you can also Recall Knowledge more situationally, while opting into either of these. Battle Medicine is always a good feat to take, and while helping a frontliner may require moving, that frontliner could also move to you if need be. If you're at a loss for skill feats to take, Dive for Cover I think is secretly really strong, as it lets you Leap 10-15 feet and gain the equivalent benefits of standard cover against ranged attacks (prone + greater cover) in just one action.
