Help coming up with new Region Activity: Establish Nature Preserve

Hey all! I'm running the module and my group has taken a very eco-friendly approach to exploration. For example,

Tuskwater hex encounters spoilers:
instead of killing Old Crackjaw the turtle they put up signs warning fishermen to stay away and are content letting the old turtle be. Another is the water nymph that is fighting with the loggers. They sided with the nymph and swore to keep her hex undeveloped in the future.

So now they have two hexes they can never build on for the environment's sake.

This gave me an idea to add a nature preserve/sanctuary that they could build during the Region Activities phase of their kingdom turn to designate these special areas. But I am having trouble coming up with a compelling mechanic that would entice them to build it instead of say, more roads. Does anyone have any good suggestions that could work here? Also open to making it a Leadership Activity even though it fits more thematically in the Region phase.

I think by default they shouldn’t get much of value from it. They are giving up direct value to their kingdom in exchange for roleplay and allies. I would just have the fey narratively assist them in the future as thanks for their assistance. Maybe have the turtle aid the PCs in any future battle near his hex.
