Reading the feat, you spend an action to give you allies the ability to make an extra Transfer action or reaction, but as far as I can tell, every action and reaction with the Transfer trait are only usable by the mystic themselves
Is this feat just here to help out other mystics, or am I missing something?

That's a good question, if it only works with other mystics what happens in a party of all mystics each with Network Attunement? Would a party of 4 mystics each get 3 additional reactions, even if that doesn't stack Network Attunement gives you the option to get the quickend condition instead, so would one additional reaction stack with the quickend condition?
For Network Attunement to work with non mystics they would need to gain access to your abilities with the Transfer action. That would be cool, but having everyone at the table gain that ability and then having to ask you so what can I do with it would really bog down gameplay.
Even if Network Attunement doesn't stack, looking at the other network and transfer feats makes me think a party of all mystics would be pretty strong,
I checked the errata, there's nothing in it about Network Attunement. Hopefully, we get some clarification on how it's intended to be used or works.
It does interact well with the Cloud Storage feat, allowing bonded creatures to retrieve items as a quickened action.
Clarification to the wording of the Network Attunement is probably needed: Does the feat allow bonded creatures to use transfer reactions (Bond Boost, Network Shield, Tripartite Mind, Bond Spell) that normally require the mystic to initiate or normally affect the mystic? If so, it would probably be worth an 18th level feat.
